Funny, the idea of free speech restricted to specific places makes me think of a huge region formerly known as the USSR. They sure had free speech there, you just weren't allowed to make use of the right when you were near someone to hear it (which unfortunately would be most of the time due to something called the KGB).
The conclusion must be something like, all judges are commies;)
