That's what an organization, manifesto, or statement of claim is for - to give a political reason for the act, making it a terrorist act, rather than just a crazy person shooting up a location for no particular aim/goal.

Dash cam video showed him outside his vehicle, not acting in a directed/purposeful manner. He actually walked AWAY from Parliament Hill, back towards the war memorial to kill the soldier - he was even parked on the opposite side of the memorial from where the ceremonial guards stand so he would have had to walk around it to get at them.
What's the statement? Was there a grievance with the government or a manifesto or any sort of reasoned logic? A statement of claim from a terrorist organization? Anything to indicate that it was anything other than an individual lashing out, either at a person, due to a personal issue, etc? The only source for such a link at this point is a claim by an unidentified US intelligence official which has not been verified/corroborated by anyone (including any official statements by US agencies).

TCP window scaling was a proposed standard back in 1992 (rfc1323) and the issue does not lie with FTP/SSH/etc but with the application implementing those protocols failing to set a larger receiving buffer. Yes, both sides need to send the window scaling SYN option, however, once sent protocols running on top of it should not be affected (unless the receiving buffer is smaller than the scaling)
It's funny because they even make reference to LFNs (long fat networks) and how the proposal fixes the problem.

Take something from around the same period, like say an Intel T5550 and all the sudden you're up to 80MBps for AES-256-CBC (or 109MBps AES-128-CBC). Even dropping down to a P4 you can get 75MBps for AES-256-CBC.
Also, arc_four (aka RC4) is not even worth discussing as it's completely useless as encryption. RC6 is (comparatively) fast at low byte counts on specific platforms but quickly plateau with little performance increase after 128 bytes and slows by a factor of 3 if the hardware is not optimal. Rijndael, which was chosen for AES, had consistently fast speeds no matter the bytes or platform. The reality is that any chip with the AES-NI instruction set makes it a moot point, by example the i7-3960X is churning out 5.7GBps. Without it, performance does suffer, but you're still talking 250-400Mbps on a 4 core chip.
The real question is how the heck this got posted to Slashdot. DOCSIS 3.1 bumps the limits to 10 Gbit/s down, 1 Gbit/s up and even on DOCSIS 3.0 - who says you've got to be stuck at 4 channels? 24 Channel is already actively deployed in Canada at 200-250Mbps down/15-30Mbps up, 1.5Gbps/150Mbps in the UK.

They haven't even been able to confirm that a second shooter exists. The only other person shot was a random staff person who was shot in the leg. The other person taken to hospital wasn't shot, just injured (probably tripping over their own feet).

The executive and judicial powers are not required to be enumerated, they are legislated. Article 3 Section 1 of the Constitution gives the power to the Supreme Court. "The judicial Power" - not part of it but the power in its entirety is given. Section 2 of the same enumerates some of them them and includes "all Cases, in Law and Equity, arising under this Constitution, the Laws of the United States, and Treaties made, or which shall be made". Article 6 binds them.
If that weren't enough, the Bill of Rights article 3 gives the right to petition for redress of grievances. Assuming all of what I stated was wrong then the judicial review power would reside with the States or the People thanks to article 12. So, would you rather the supreme court, the states, or the people have judicial review rights?
You joke but it creates a legal nightmare. What is "illegal" imagery and what is not? Whether the judge finds them "repulsive" or not? How do you determine the age of a drawn character? How realistic does it have to be? (ie: do stick figures count?) Is a sexual act/"nudity" required or is suggestive imagery enough?
By the ambiguity of the law/ruling something as simple as Sailor Moon could be illegal.
