This is nothing new. This idea has already put in place, right here in Melbourne! I used to work for a company called Davnet who specialised in this very subject.. we had whole buildings wired with cat 6, and channeled through either ir/microwave (depending on distance)and providing the tenants with a cheap fast connection to the outside world (voice or data). And we didnt have any problems with lightning because the building took most of the hits before any equipment did
