I've seen a demo by the Maryland Highway Department personel involved with this technology. Each cell phone is given a random ID by the cell phone provider, so that the phones that are being tracked cannot be associated with an individual. All they know is that phone xyz is taking so long to get from one cell to the next. There are no privacy issues here.
Actually you expect to pay for the extra features that the 12in. has over the iBook (G4), and expect to pay even more for the features of the other PowerBooks (L3 cache, DVI, etc.). Just like you have your VW Golf (iBook), Audi TT (PowerBook 12in.) and Porsches (15, 17 PowerBooks).
The second mouse button problem can be fixed by buying a mouse. The MS Optical ones support Macs. Linux also installs easier on Powerbooks than PC Laptops because there isn't much variety in the hardware. You don't need to fiddle with setting up drivers, it just works.
