That is something the higher courts will definitely have to consider - there's too much of a conflict going on here between Congressional actions and the First Amendment.

It is pretty amusing tho - even with all their Mac development, the fact that they've been able to hack their own OS whenever it suited the purposes of the apps people is now biting them in the ass something fierce.
You're asking for the impossible - a context-sensitive proxy.
Why not compile a list of 50-100 sites (LA Times, CNN, ESPN, etc..) that would be useful to people, and proxy based on those domains? It's not a perfect solution, but it will save you the trouble of having an imperfect text filter showing some 11-year old porn.
