It seems to me that exactly what Sun is doing with Java2 and JCE. A set of abstract classes, useless until you bought the corresponding "real" classes, from Sun is the US, or elsewhere (IAIK here in Europe).
Correct me if I'm wrong, but what's different from pluggable encryption in a MUA ?
