PEAR is a repository of stuff written in PHP. I believe you're thinking of PECL, which is extensions written in C. I suppose the misunderstanding could be due to the fact that PECL uses the pear installer.
Just because some idea is not testable/repeatable doesn't mean it can't be insightful. I think this formula can be useful because it can make clear what tradeoffs should be made in order to be more successful.
It appears that English speakers are populating Orkut at a slower pace. Maybe, if the English speakers want to dominiate Orkut they should invite more people.

Your point is certainly valid. The relationship between the two is difficult to figure out (and this is coming from a PEAR develeoper!).
