H-1B visas are great short-term solutions. Currently we have a great deal of demand for skilled tech workers and currently we don't have enough supply of these workers to satisfy companies.
What washington needs to do is to tax the visas, $20,000-40,000 each. This revenue should be used for American worker training. The revenue would be more than a $billion per year, a good start for a fund for re-educating un("tech")skilled workers. We also need for scholarships for CS majors in college.
A few years down the road we will see tons of qualified American workers and companies will have the dilema whether to pay an huge fee to hire from abroad or employ tremendously qualified American Labor. The answer will be obvious.
If I were a smart lawyer I would try to take on as many individual cases as possible, charge my clients no fee if they lose, and then try to litigate for years. Then I would split the award 20/80 with my client. So in the end when the spammer loses, I win $10, plus the hundreds of thousands of dollars in litigation fees. Subtract 20% for my client, and I can buy myself a new car! and then give the $10 dollars to charity, someone who really needs it.
