I don't know how it works on the other side of the pond, but here in Finland our mobile data plans are tiered according to speed just like a regular wired ISP.
You can get a 386kbps, a 1Mbps, or an unlimited connection which goes up to 15Mbps depending where you are, usually without data caps.
Prices vary between carriers but the slowest one is usually around 5€/month, the 1Mbps you can get for 10€/month, and the unlimited for 20€/month.
All of these can be had for next to nothing if you choose to go with a 2-year package plan, the previously quoted prices are just normal monthly subscriptions.
