Sorry but these comments seem very shallow. Take India as the prime example. Most of the programmers have Comp Sci/Engineering qualifications followed by up to SIX MONTHS of professional training BEFORE being let near a project. Half the level 5 CMM companies in the world are based out of India and they tend to do an excellent job. This is based on personal experiences.
