I agree that given the chance government would like to increase their power by putting chips in everyone and tracking them. Government always tries to increase its power and its generally both stupid and evil. However as has been pointed out before, there are many new and rewarding uses for this technology, and as always technology = power, and power for 'good' or for 'evil'.
No one can stop the progress of technology.
