I don't think browsers became common use for awhile after 1991 (Mosaic was 1991??) and the Perl CGI interface came afterwards...
However, would email lists factor in here??
There were plenty of X-Win Email clients, and many lists goto databases (Depends on the use of the list) - There is no work, there is no work...
