The US gov need to understand that if they want tighter IT security in the US (so BinLaden doesnt "Start->Shutdown" Wall Street) they need to fund grass-roots development, the kind that the big companies like IBM, Sun and Dell then take up and propagate to the masses.
This is almost exactly like the office, in tone, if not setting.
"The Office" is a UK series that's won loads of the biggest awards, and is, I guess, something yet to make it over to the US on masse.
When it does, I think it'll be the next "Fawlty Towers"....
A CISSP book (and maybe a copy of ISO17799) should cover everything you should need to know.
The rest is just details, which you should endevour to become an expert in as/when needed.

So you can only do what you're trying to do if:
You can get uncontended lines, e.g. lines of different DSLAMs, or one ADSL, one cable, etc.
