I agree that there is a recycling surplus, and I also agree that more people would do it (and there'd be more facilities for it) if the short-term economics worked in favor of the recyclers.
OTOH, I don't see this as being the reason to do it or not do it. Keeping lead out of the water supplies has the potential to save a lot of people money and pain in the long run.
