One of the reasons that ppl are taking these types of actions is certainliy liability. It is entirily to possible that an organization could be held liable due to negligence if a bug report uas incorrect/ faulty/ left something out. It is much cheeper to just require linkage than to settle even one case out of court.
Eventually, companies that deals in free/ publically supported software will also need to place these types fo restrictions (that is, those above and beyond an EULA) to prevent liability exposure.
