Lilypond version 1.8.0 came out very recently; 1.6.10 is a year old or more. We use the kernel numbering scheme (1.7.x were development versions; 1.6 and 1.8 are stable versions).
You want Lilypond, a Free sheet music program. We just released version 1.8. You write an input file as a text file, then run Lilypond on the input file (similar to programming). Once you learn the format, it's faster than graphical mousing to enter the notes.

True, the cash value is 1/40th of their cash reserves. But what if every state got the same deal? I have no idea what percentage of the US population California is, but let's assume it's a tenth. If every state got the same deal, Microsoft would be out 1/4th of its cash reserves. That's a bigger deal.
(of course, if people or schools use the vouchers for purchasing microsoft products, MS hasn't really lost anything. But that's another problem...)
Word processors dating back to the DOS days can read Rich Text Format. If you're sending it to a windows newbie who panicks when it doesn't say ".doc", tell him to open it anyway -- word will understand it.
