IMHO, this is racism, plain and simple.
After all, racism is nothing more than discriminating against someone because of some genetic property over which they have no control (usually, skin color).
I feel fortunate to live in the U.S., knowing that the ACLU would never let a law like that pass, unless someone amended the U.S. Constitution first.
