You're ignoring some very important facts:
(1) Lots of markup needs to be written.
(2) It needs to be written fast.
(3) It needs to be written cheap.
Whether academic computer scientists cry over poor aesthetics or design practices is irrelevant. This is the real world. The Web is a major part of the world economy, and it isn't going to stop because you say so. And it isn't going to be written entirely by XML experts earning $100,000 a year.
Furthermore, the entire point of HTML was that it was supposed to be easy and forgiving enough for ordinary people to use, even if they don't have a programming background. Many web pages are written with people who have no programming skills at all! And this is not going to change, nor should it.
