Have you looked at the Intel Reader?
It's a fairly affordable OCR/TTS handheld device with a custom camera and strobe, targeted to blind, low-vision, and dyslexic users. It also comes with a transforming briefcase that turns into a docking station for capturing entire books. I had the privelidge of working on the team that developed it and would be happy to answer any questions about it offline.
