There really are projects trying to do that.
You just need a PGP-like open-key system and a few lines of script to glue it into your client.
IMHO that's the best solution because it uses the existing IRC network (with all its advantages and disadvantages) and probably even your favourite IRC client (if it supports scripts/plug-ins), but
enables you to communicate with strong encryption.
