Even if GPL-3 is released sometime soon, what about the current open source software distributed under GPL-2? I suspect some people may rely upon section 1 of the GPL since the ASP model "copies" software upon each use.

Good point, but it is also a good idea to close up the loopholes in the GPL as they become known. The ASP business model is a real potential problem.
