If you are under Win, Dreamweaver from Macromedia can do great things; but I think, color-highlighting is only for the html mode. It has a ftp client too. Nevertheless I tried it with asp and I'm not sure that it will be as great with php. But you could search in this way.
Under Linux, Vim can do Color-highlighting for php, but I thought Emacs did it well too.
I agree with you. I don't think french government can do anything against Yahoo, as Yahoo stands in the US. And I don't see how they can restrict the connections to Yahoo. They won't cut all connections with US servers, will they?
