There's no reason why you couldn't design a proportional system that forced each party to pre-post an ordered list of candidates. That way, you'd know exactly whom you would get for each percentage chunk that resulted in another representative from that party.
And, if a specific individual within a given party is causing more people to not vote for the party than to vote for it, it's in the party's best interest to dump them, or at least put them lower on the candidate list.
