Seriously, all they would need to support this is to collect the MAC's on the individual access points. Note the time the MAC first appears, and the time it leaves any individual access point. There would be no need to record any other information. This sort of information It's already visible in every access point ever made, so whats the big deal?
Now if they wanted to do some data mining by associating your phone's MAC to your boarding pass that would be more along the lines that people are complaining about. But really, the government already knows your flying from the time you purchased your ticket.
