I was having a discussion about this with a group of friends. Who would volunteer when they are most likely to die or suffer unhappy lives probably riddled with unknown ailments?
What about at first, sending people on death row to Mars as an alternative to, well, death?
The way I see it, the first couple attempts at colonization, call me me pessimistic, will be unsuccessful. But from them we will learn a lot about what living on Mars does to humans. There's only so much we can guess until we finally just jump in there are really see.
