This is an understatement. The Sega CD added hardware for sprite scaling/rotation etc, and of course you got FMV. Other bonuses were an extra 68000 processor, Red Book audio and more sound channels. Still, it's true that the improvements were hardly enough to make a a SNES-beater. And Nintendo kept promising and promising that "The (vapourware) SNES CD-rom will be here Real Soon Now".
1994: "No, don't buy a Sega CD, wait for the SNES CD-ROM"
1999/2000: "No, don't by a Dreamcast, wait for the [PS2/X-box/GameCube]"
