The only way you can make money in investing is by buying low and selling high.
It's impossible to "skim off the top". The very act of buying when prices are down and selling when prices causes volatility to decrease. If you are providing liquidity as a market maker, then you are being paid for making the stock market less volatile.
If however, you are buying high and selling low (what many retail investors do), you are increasing volatility of the marketplace and losing money as a result.
This same principle applies no matter how long the time frame is, whether it's a few microseconds or a few years.
