It certainly includes Russia and Iran, the two nations with close relations with Syria. Those two have the primary responsibility to react and deliver a message in the name of the international community. The USA -navy can't.
With all respect, the USA military is not capable of delivering such a message, it is capable of bombing but not much more, and USA bombs will always provide a mixed, and not a clear message.
The USA army is not fit to be a messenger of the international community.
