Do a little research on kinetic kill vehicles from the old Reagan-era "Star Wars" program. It's essentially a hunk of dense metal with a few thrusters and an infrared seeker on the front. It has no explosives and doesn't need any; it kills its target by impact at orbital velocities (18,000mph). Using this against a ground target would result in either (a) a burnt-up kill vehicle or (b) a small hole in the ground about the size of a trashcan. Offensive weapon? Unlikely.
Actually a kinetic kill vehicle will hit the ground from orbit at an insane speed and that force has to go somewhere. You'll get quite a big bang and devistate an area quite a bit larger than a trashcan. Drop one over an underground hardened bunker and you can pierce a good distance to it, if not through it. It would easily punch clean through any ship in the ocean, or building on land. Design one to break up in the last mile or two and infantry units would be devistated. All this from a very cheap vehicle. The only significant cost is getting it to orbit.
So what if they did drop a bunch of local affiliates? NBC, CBS, FOX, etc, are free to negotiate what ever benefits for the local affiliates they can get away with. Local customers are free to demand locals or else they'll switch to cable. The point is we don't need the government forcing the issue. Let the market work itself out. Don't go passing these laws because you think something bad might happen, first prove the harm before you take away my rights to get locals from any market I choose.
