The issue with leap seconds is much bigger than just Cloudflare.
I’ve found there are difference in at least 4 types of time:
Google Time (their unique version of NTP time protocol), International Atomic Time(TAI), Coordinated Universal Time (UTC), and multiple NTP protocol servers.
Currently there is a difference of 37 seconds between International Atomic Time (TAI) and Coordinated Universal Time (UTC).

When I checked the time sync of time.windows.com to time.is I noticed there is a ~33.4 second difference.
Last I checked, there are hundreds of NTP severs that have out of sync times https://community.ntppool.org/
It seems a significant amount of the world is out of sync and there is no absolute consensus on what the time should be.
