Your conclusion is probably right, but the decision will be for Congress to give a lot of money to solve, why entrepreneurs and their solutions (and crooks "Decision"), pop-up everywhere. Care should be taken (1), (2) and (4).
Not sure I like this proposal, but really in our national interest to do something about it.
I vaguely remember reading that our national network are just a hop and a jump from the mower, even without the cyber attacks.
