Actually the restriction I believe was put on in the sixth season not, the 7th. But, this restriction was lifted on the newer ships such as the Intrepid class,(U.S.S. Voyager), came out with the swept back nacelles which supposedly don't disrupt space. This design was also incorporated into the Soveirgn class Enterprise E(pardon the spelling).
Also remember Voyager had to find dilithium or it's equivalent every so often to refuel
