emergency circumstances being the first and foremost example of what an automated system could not adequately handle unaided I disagree. Emergency circumstances are when I would MOST trust an automated system to choose and execute the best response quickly.
"Each of those agencies will be allowed to provide input during the early stages of the development of these new computers." Isn't that how we got the $388 Billion broke-dick F-35 Joint Strike Fighter?
