So its empty except for Darwin and mining villages? Is that why there is Alice Springs which has around 70,000 people? I wouldn't call that a village.
I hate to say it but we do have people so we do need services. Nearly every National ISP has a PoP in the Northern Territory, we have access to Telstra ADSL in most of the Darwin suburbs, damn, we even have power and running water! *sarcasm*
