Actually, while we're on the topic of india.
India never did a above the ground test. India's done 2 nuclear tests so far. One in 1973 which was subterranian and the one in 1998 at pochran.(indian's correct me if I'm wrong).
Also, this GSLV launch is new to them, since they never had that capability before. Most of their early launches heavily relied on russian technologies. This is critical now, since most of their new launch vehicales rely on pure home grown R & D.
Inspite of all the problems that country has faced, natural,political and domestic, they've come a long way.
