    I have worked as high school guidance counselor and can tell you often times administrators are concerned about covering themselves politically. You have legitimate complaints here but I don't care how good your presentation to the school board is it does not have much weight vs being in government compliance and/or appeasing people in the district. Students unfortunatly in many schools come way down the list in importance. So sue the school district. That is the biggest fear of every administration and the motivating factor behind a lot of policy initiatives. With the net the big catch 22 is that it is a hot button thing that you want your school to have so you are an A list school district but simultaniously having the net as safe and benign as encyclopedia brittannica. They put censorware on perhaps because it's now mandated but a lot of schools were looking at that long before as risk management.(read how not to get sued). If you sue them for say civil rights infringment or something. Talk to a lawyer I'm sure there are number of things espcialy the selling of information of minors that would put the district in a bind. Then don't settle. Then you will have impact beyond getting rid of censorware at your school. It will scare the hell out of all school districts and get them to put pressure on congress to repeal the stupid censorware policy because they don't want to be liable. Unless you are in a very unusally progressive school district if you play nice you are going to get shelved indefinitly with platitudes to string you along until you graduate and are gone and they don't have to worry about you anymore. Lol.
