By law the contributions for his presidential campaign cannot be used for his congressional run (at least not in Texas, his home state). A couple weeks ago he sent out an e-mail asking for donations to his congressional run for reelection for this exact reason.
I'd imagine there are other strict stipulations as to how he can use his presidential funds. I'm not sure it's as easy as just "giving it away".

Uhm,is it just me or does the punishment not fit the crime? They have to pay the people if the tests are not proven?! What is up with that? What about all those people that were lied to? What about those people that could have actually used the money that they would have gotten by paying a lower amount? They conducted genetic testing without any conesnt, whatsoever. Period. Just because it involved a drop of blood, a hair sample, or some other similarly unharmful item to be examined it doesn't make it any less of a crime. That is like saying "Its OK that you amputated that persons arm prematurely, unless its proven that it was gonna come off anyways that is."
And they will get no other compensation except the money that they have already paid the company?! Shouldn't they receive some sort of compensation because they were lied too, they were cheated, and they were unable to use money that, under normal circumstances, should have been able to access at any time they please?!
What does this say to big corporations: Break the law with unproven techniques, it'll be ok if they are proven sometime later.
