Twin Galaxies' scores I believe are either verified by the presence of a referee, or by actually videotaping the entire game!
This applies to arcade games, and MAME scores are verified by recording your game file into a MAME input file and then sending the recording to a site such as www.snipercade.com or marp.retrogames.com
There's a Twin Galaxies version of MAME, which
has the pause function removed, and has its own encryption for recording games. These recordings are used on sites such as MARP (marp.retrogames.com) for tournaments and verifying hiscores on the main leaderboard.
