Ususally a university will not require you to declare a major until your second year. Use your first year to ask a lot of questions and take courses that are common to both majors.
If you don't mind adding an additional year to your education, consider a double major in CS/CE. Others may think this a waste of energy but there are so many common courses that a double major isn't that difficult.
I would also like to say that reading Slashdot that often is probably not good for your social life. You may want to get out more often. :)
