Somewhat true, yes. All changes are replicated to every DC in the same domain. A much smaller subset (the global catalog) is replicated to DCs outside the domain.
Also know that in AD, when you edit an attribute in an object, the entire object is resent out to all the servers. Not just that attribute for the object.
This is plain FUD. AD does indeed replicate at the attribute level. But don't just take my word for it, as you have obviously done with your misinformation, verify this yourself:
