This numbering convention won't be any different than calling 266mhz bus ddr ram 2100 ram or calling 200mhz bus ddr ram 1600 ram. We still refer to the chip as thunderbird or palimino(sp?) it's not going to effect anything and I'm sure that you'll still be able to look up real specs. It's not going to be any more or less confusing for your average consumer than it all ready is. And as long as your Athanlon 1600 is faster than your Athalon 1400 then everything should be kosher.
