the vodka;-) but its simple you just have to know
the freqency band and buld a transmitter with noise as an input instead of a mic
I geuss it would make sence to start with a old cell phone you can get them pretty cheap at pawn shops but you have to know basic electronics

my carraer field was basicaly radar jamming
but the pricipales are the same you can easily
uild your own personal jammer just do a little
research and you will never hear a cell phone ring again
