That the treaties were made regarding only nuclear weapons is false. Although the START clan of treaties was meant as a mostly anti-nuclear weapon concession, the incentives for either side to agree to arms reductions was, in part, to require that neither side produced an anti-ballistic missle weapon. Thus, Reagan's ``Star Wars'' ideas were directly against the START I treaty, and was a large cause of the 1980s resurgance of the cold war.
Now that the Cold War is over in some sense, the START treaties translate into more or less feel-good treaties. Yet dispite the treaty's lack of real influence, the US Government has yet to approve START II, nearly ten years after it was proposed. But one reminent is that ABM technology is strictly not allowed, including the perhaps fieldable THAAD and Navy High Theater missle defense.
Does anyone know of contradictory results presented earlier this year? My wife (BS Biology, 1997) recalled a story (sorry, no ref.) which seemed to state that cellular phones stimulated brain cells (in a seemingly positive way).
To the contrary: Einstein himself finished his career at the IAS admitting his failure in finding, and incorrectly searching for, a UFT. Perhaps the best things to come out of his work were non-plausible paths to avoid. The current ideas of a UFT are far removed from Einstein's work. Dyson's potential prophecy, based on what Katz writes, is not new nor should it be seen as revolutionary. When radio was mainstreamed, the then-hegemons thought that the far reaches of the earth would no longer that far away. Smaller, less-developed countries were thought to at last have a chance at becoming a player on the world's stage with the advent of "free" energy like wind power and with the original development of solar cells. This has yet to be realized.
