For about $2500 you can get a used system consisting of an antennae (2M) LNB, and 4Watt BUC and used VSAT modem

Having a big dish and buc makes things like rain less of an issue. Clouds do not effect the signal much (if anything they amplify - according to vsat techs).
Based on your location, you will need to determine which is the best satellite to connect to.
