If I were to own such a car I would expect it to set my own safety as its number 1 priority. After all he paid for the car and as such expects the car to protect him.
I would not buy a car that would do otherwise. If I have to choose between my own life and that of another then I choose my own: I do not want to die.
But you could also let people go through an option menu allowing them to adjust such priorities.
