How about a source only public license? Make it so only the orginator of the code can distribute binary copies of the code but the acutal source can be freely distributed. That would make it so that people willing to compile source (hackish types) will get things for free while the general populace will have to pay.
I'd assume it was instead of username/password, but is that really a good solution for an environment where the card could easily be stolen/lost by another kid? Children can be pretty nasty and I'd hate to use something so easily stolen for authentication.
I think the interesting part isn't the thin clients, we've all seen VT's or X terminals before. I'm interested in what that card the kid was sticking into the machine was. Is it a unlocking mechanism of some kind? What happens if the kid loses it?
The owners of my cable system get to decide exactly what does and doesn't get broadcast. Why are their rights more important than mine?

The non-broadcast channels (MTV, Comedy Central, HBO, etc.) are included by contract with your local community government. (which also set the rates)
And these same parents, who must rely on a frog-puppet, are expected to provide sane, rational guidance to their children and only censor that which has absolutely no socially redeming value. What a crok. I'm not saying that technical mastery of your appliances is necessary for rational discussion but it really is necessary for parents to fully understand what they would be doing to their child if they were to use the V-chip. Cloistered virture is no virtue at all and censorship weakens the mind.
Actually only 1 gene is required for life. One single self replicating RNA strand is all you need. RNA, unlike DNA, can function not only as a carrier of genetic code but also as a enzyme. You see DNA is actually a modified version of RNA (de-oxy ribonucleic acid vs. ribonucleic acid) that stabilizes the code making mutations less likely. (RNA is known for it high mutation rate and relatively short life span.)
Require all users to log in to post but give a simple checkbox or something to turn on Anonymous posting. Making people type something in and wait for s second might change their mind about posting bars 10,000 times.
For moderators: separate points up and points down. Give more points down.
Only take 1/2 point away when moderating a AC. That way there's twice the number of points to eliminate trolls and twice to raise valid AC comments.
Isn't Eschelon suposed to be doing industrial/economic spying for American businesses? The sort of arrangement you describe would fit in nicely to that scheme. Of course the compelling interest of Microsoft to obey the NSA might just be pictures of Bill Gates' micro-softy, or access to old-boy's networks at the DOJ and Federal Court system.
It's not quite that doubtful, especially if it came out by internal sabotage. A Microsoft employee could do it since they (by all accounts) are very tight lipped even between divisions a person with a conscience (insert joke here) working on their CryptoAPI could have slipped the version with symbols intact into the service pack.
I don't think MacOS would be able to use those CPU's but since it isn't protected mode you could write multiprocessing support into each of your programs individually. Blegh!

Hmm, now how many cash registers or other POS run windows? Most users of POS devices never see the OS. Now imagine a busy supermarket where a register goes down and the lines start backing up. Or a small buisness that has only 1 register and it goes down, they can't make any more sales until they can get someone in to fix it. Stability is extemely important to fast-service places like fast food, convienince markets and impulse-purchase stores.
I'm not quite sure how you propose to vote out the people in the NSA, seeing as how they are not elected it would be relatively difficult. Also, since Congress discusses such things as "National Security" in private figuring out who not to vote for is difficult let alone who you actually should vote for.

After a fairly long trial he won on 1st amendment/scientific discourse grounds. If you modify/add-to/update the official Debian distrubution, aren't you required to label that it's not "Official Debian"? Get off of RedHat's back people they aren't that bad. Rail against Caldera or someone else who won't let you ftp all of their distrubution that they legally can, not RedHat.

Honestly, can you really think of another company that has enough power to even think of doing what the Halloween documents suggested. Remember, might != right.
