FYI, LRE works in a similar way to DSL, and requires a CPE device (box) at the client end, and a LRE-capable switch at the central point.
You can also use the line for a phone at the same time (just like DSL), and the incoming phone line connects to the LRE-capable switch (well, a splitter).
The main problem will be getting access rights to the actual copper phone lines in the ground (which would be owned by the local telco).
One of the problems with all the "retro" computing (like the above Tandy club) is that even if you *want* to be interested in joining, you need to find or have the particular old-piece-of-hardware.
If there's an emulator (which unfortunately there doesn't seem to be), then it means anyone can join in... though in a lot of cases emulators (well, the ROMs) are illegal.
Depending on the processing power & complexity involved, an 802.11 connection & some nice open source software could probably let a PDA do voice over IP calls, rather than sticking a phone to the back.

Assuming Telstra doesn't mess it up (like they did this year, printing some unlisted numbers in the phone book).
