I can't comment on why or why not you've been able to land a web developer job, but I'll pop in with a bit of related but unsolicited career advice:
Look for a job where someone is building devices for the "Internet of Things."
There are plenty of embedded systems companies which value the type of skills which came with your EE degree, but have no staff with a background in web development. As they look to get their devices on the internet, someone well versed in the mix of technologies involved - and can build a usable web UI - will be in demand there.
