Well, it all depends on the policity of the school (mostly) and the State (especially if it's a State school, which U of U seems to be).
At our University the policy is that when a student does something, almost anything, primarily on their own then it belongs to the student. This is impartant as real IP can come from stuff like assignments and there are some people who would like to see such content belong to the University (although I must say there are not many like that).
