Point 1: Russians have more experience in space.
Sure, the Russians have been able to (miraculously) keep people alive in space longer than other countries. That's about it. The US with the help of other nations have done more and tested far more boundaries than the Russians. If asked to travel with the NASA or Russia to space, it'd be NASA 1000 times and again.
Point 2: Tito is qualified to go to space.
